Water moving downslope will find a foundation, a crawl-space vent, or a retaining wall, and the interior damp it produces looks exactly like a plumbing failure from inside the room. On streets laid out in the 1850s, the original grading has had a long time to shift.

No. Sampling happens when the walkthrough finds something requiring laboratory confirmation. Many inspections identify a moisture source that can be handled directly, and we will not add samples that answer nothing.
